Project: Modernisation of the policy and management cycle (2002-2006)

Objective

In various government reforms abroad, modernisations of the financial cycle, such as the introduction of performance budgets and accrual budgeting go hand in hand with a more results-oriented management. The question arises as to what factors influence a successful coordination between the financial cycle and the policy and management cycle. The ‘modernisation of the policy and management cycle’ project has the following objectives:

  • to describe and explain the modernisation of the policy and management cycle and the connection with the changing financial cycle in eight OECD countries on the basis of three parameters:
    - functions of the new systems: rhetorics versus practice;
    - procedures: actors, legal enforceability, methods and processes;
    - formatting of the budgets and strategic plans: structure, sources, time horizon, use of indicators;
  • to formulate recommendations for the modernisation of the policy and management cycle in relation to the financial cycle in the Flemish government.

Relevance

Better Administrative Policy’ demands better coordination between the policy cycle and the financial cycle in order to facilitate results-oriented steering-control. The development of strategic planning, performance measurement systems and a new financial system fit into this framework. By describing and explaining international and Flemish reforms, this project offers scientific support in the further modernisation of the Flemish policy and management cycle.
