Objective
The policy research centres supports the policy preparatory phase through conducting research which is policy relevant, taking into account the long term strategy for Flanders as elaborated in VIA and PACT2020 (Flanders in action). Within this aim, the policy research centres contributes to following objectives:
- to elaborate structural resource funding, focused on prior policy topics;
- to create stability for scientific research in a well defined contractual framework;
- to support policymaking scientifically through the structural integration of scientific research in the policy- and management cycle;
- to bring together a critical mass;
- to stimulate multidisciplinary of applied scientific research;
- to make scientific research accessible and available. Scientific knowledge should be transferred towards the Flemish government.
Tasks of SBOV III:
- to collect, analyse and open up data (also longitudinal) through the development of indicators, benchmarks, surveys;
- to implement scientific research according to concrete policy questions (short term);
- to implement applied scientific research that will be relevant for the Flemish government in the long term. This will be possible through the development of new research methods and indicators, analysis of developments and challenges in which the Flemish government could be faced on the mid-term;
- to deliver scientific services by means of: knowledge transfer, training, methodological advice regarding data collection and –analysis, ad hoc information delivery, establishment and management of a documentation centre.

a) The Steering Group
The General Steering Group is the formal body responsible for supervising the compliance of the contract. It approves the yearly plans and reports, including finances.
The General Steering Group will be composed out of representatives of the involved ministerial cabinets and administrations and of the consortium.

c) Guidance Group & transfer committee
For each A-research line and each B-project, a guidance group will be set up. This group will advice researchers on the project and provide feedback on reports. The composition and organisation of the guidance groups will be decided by the general steering group.
The guidance groups meet on average twice a year. Besides, electronic communication can also be used to enhance the interaction between the researchers and the administration.
In order to enhance the transfer of knowledge from SBOV III to the administration, a new platform will be organised. For each administration involved (‘Administrative Affairs’, ‘Interiors’, ‘General Governmental Policy’) a transfer committee will be organised.
