Objective
End 2006, the Flemish government agreed upon a continuation of the Policy
Research Centre - Governmental organization in Flanders 2001-2006
for 2007-2011.
The research centre's mission is to support policy formulation, implementation
and evaluation on the basis of academic research (fundamental and applied)
and from the angle of relevant policy problems.
Based on structural financing, specifically in the research lines, the
research centre aims at underpinning systematically the policy and management
cycle in a scientific way. Starting from its critical mass of multidisciplinary
expertise, the centre will make its scientific knowledge accessible and
trasferable to the Flemish government.
In order to realise this, and with a special focus on the support of administrative
renewal, the centre will, in the framework of the policy and management
cycle:
- Undertake fundamental, international comparative and applied scientific
research;
- Within this context, pay specific and prioritised attention to the
valorization and dissemination of this research within the flemish public
sector;
- Give specialised and independent recommendations;
- Deliver scientific support for the development of policy instruments;
- Develop its knowledge basis and network and make it available
Hence the centre will:
- Act as a partner within the context of administrative reform in Flanders;
- Have a societal leverage function for administrative reform;
- Have an academic leverage function for the discipline of public administration.
The centre recognizes itself in the objectives proposed in the tender
for the policy research centre:
General objectives:
- To collect, analyse, and open up data;
- To implement problem-oriented scientific research (short term);
- To implement fundamental scientific research;
- To deliver scientific services.
Specific objectives regarding governmental and administrative reform:
- To give independent advice regarding modernisation of public policy
and management;
- To give specialised advice concerning application of certain policy-
and control instruments in administrations and concerning the coherence
between these diverse instruments;
- To conduct applied, supporting research and give scientific advice
with regard to fundamental policy choices;
- Scientific support in developing monitoring systems and indicators
(qualitative as well as quantitative) that measure the performance of
different government levels in Flanders.

c) Guidance Group
For each research line a guidance group will be set up consisting of scientists
and users. They advise the research team, work as a sounding board and play
an important role in the debate.
e) Secretariat
- Is managed by the co-ordinator
- Offers logistical and organisational support for the Policy Research
Centre
- Manages the means of the secretariat and the Policy Research Centre
valorization
- Is responsible for the consolidated financial management of the Policy
Research Centre
